What it costs
You pay two things: your MonoChat plan, and Meta’s fee for each WhatsApp message delivered. Both are in US dollars. Taxes are not included.

Meta’s WhatsApp fees in Portugal
Charged by Meta for each message delivered to a +351 number, at the “Rest of Western Europe” rate of the rate card effective 1 October 2026.

OTP and login verification messages.
Free-form replies inside the 24-hour customer service window. Since October 1, 2026 Meta charges them at the utility/authentication rate, after a free tier of 1,000 a month per business phone number.
Each WhatsApp business phone number gets 1,000 free service messages a month.
People who answer chats in MonoChat.
Meta bills its message fees to you directly, and MonoChat adds no markup. MonoChat’s own price is your plan: Basic is free for 1 user, 1 channel and 1,000 outgoing messages a month; Growth is $120 a month with 2 users and 100,000 outgoing messages, plus $30 for each extra user. Outgoing messages above your plan use one-time message packs. Prices in USD, before tax.
Since October 1, 2026, Meta charges per message for service messages, at the utility/authentication rate of the recipient’s market, and for utility templates sent inside the customer service window. Each business phone number gets 1,000 free service messages a month; service messages have no volume tiers. Conversations started from a Click-to-WhatsApp ad open a free entry point window of up to 7 days. Rates shown are from Meta’s rate card effective October 1, 2026. Meta currently does not deliver marketing templates to US phone numbers, so the North America marketing rate applies to Canada.
Data protection
WhatsApp and the GDPR in Portugal
Customer conversations in Portugal fall under the EU General Data Protection Regulation (GDPR), with Law No. 58/2019 implementing it in Portugal and the CNPD as the supervisory authority. MonoChat gives you the controls to keep data where it should be and to respect each customer’s choice.
- Choose an EU data storage region when you connect your WhatsApp number to the Cloud API
- Run MonoChat on-premises, on your own servers or cloud, when data must stay with you
- Record opt-in and opt-out in each customer’s profile, and stop messages to people who opt out
- Roles and permissions decide who sees which conversations, customers and reports

Does MonoChat have an office in Portugal?
Yes, in Lisbon, at Avenida do Brasil 43. MonoChat’s headquarters is in Dubai, and we also have offices in Türkiye, the USA and Egypt.
How much does it cost?
MonoChat’s Basic plan is free, and Growth is $120 a month. Meta charges its own fee per delivered WhatsApp message: for Portuguese numbers $0.0592 for a marketing message and $0.0171 for a utility message.
Can our WhatsApp data stay in the EU?
When you connect your number to the WhatsApp Cloud API, you can choose an EU data storage region. For full control, MonoChat can also run on-premises.
Does the AI reply in Portuguese?
Yes. AI assistants reply in the customer’s language, including European Portuguese, and understand voice messages.
Can I keep the WhatsApp Business app on the same number?
Yes. With coexistence you keep the WhatsApp Business app on your phone and use the same number in MonoChat, with your chat history imported.
