Meta’s rules
What Meta’s rules mean for your Messenger campaigns
Marketing messages follow their own rules. Knowing them keeps your Page in good standing and your costs predictable.
-
Opt-in comes first
Marketing messages only go to people who subscribed to your Page’s marketing messages. A purchase or a past chat is not an opt-in.
-
One per person per day
Meta lets a Page send up to one marketing message per subscriber per day and may apply further limits.
-
Opt-out in every message
Each marketing message includes a way to stop receiving them. People who opt out no longer get your campaigns.
-
Billed per message by Meta
Meta charges your business for each delivered marketing message. If a person replies, the 24-hour window opens again.
-
Region limits
They cannot reach users in the EU, UK, Japan, South Korea or Australia, and Meta offers them to businesses in a limited list of countries.
-
Not a message tag
Message tags never carry promotions, and the event, account and post-purchase tags stopped working on April 27, 2026.

FAQ
Messenger marketing messages FAQ
Opt-in, costs, limits and regions for promotional messages on Messenger.
What are Messenger marketing messages?
They are promotional messages a business sends on Messenger to people who subscribed to its Page’s marketing messages. Meta offers them through the Marketing Messages on Messenger API, and they can be sent even when the 24-hour messaging window is closed.
How do people subscribe to my marketing messages?
A person who has messaged your Page can accept an opt-in request in the Messenger chat. According to Meta’s documentation, people who respond to Click-to-Messenger ads can also be subscribed without an extra opt-in step. Only subscribers receive campaigns.
How much do Messenger marketing messages cost?
Meta charges the business for each marketing message delivered and adds the cost to the same bill as your Meta ads. When a subscriber replies, a 24-hour window opens in which you can answer them through standard messaging.
In which countries can I send them?
They cannot be delivered to users in the European Union, the United Kingdom, Japan, South Korea or Australia. Meta also offers the product only to businesses based in a limited list of countries, so check your Page’s eligibility before planning campaigns.
How often can I send marketing messages to the same person?
Meta allows a Page to send up to one marketing message per subscriber per day and may apply further limits. Each message includes an opt-out option, so a steady, relevant cadence keeps more people subscribed.
Can I use message tags to send promotions instead?
No. Message tags may never carry promotional content, and the CONFIRMED_EVENT_UPDATE, ACCOUNT_UPDATE and POST_PURCHASE_UPDATE tags stopped working on April 27, 2026. For promotions outside the 24-hour window, use marketing messages to subscribers.
