WhatsApp Broadcast Not Delivered? 9 Causes and How to Fix Them
Your broadcast went out, but some customers never got it. Here are the reasons WhatsApp broadcasts and bulk messages fail, in the WhatsApp Business app and on the Cloud API, and what to do about each one.

You sent a broadcast to 300 customers, but replies came from only a handful, and some people say they never got anything. WhatsApp broadcasts fail for a small number of reasons, and most of them are rules WhatsApp and Meta apply on purpose to protect people from unwanted messages.
This guide covers both places businesses send from: the WhatsApp Business app (broadcast lists and business broadcasts) and the WhatsApp Cloud API (template messages sent from software). For each cause, you will find how to recognise it and what to do.
Quick diagnosis
| What you see | Most likely cause | Where |
|---|---|---|
| Some contacts on the list never get the message | They have not saved your number | WhatsApp Business app broadcast list |
| WhatsApp says you reached a broadcast limit | Monthly broadcast limit, or the 256-contact list size | WhatsApp app |
| The business broadcasts option is missing or blocked | Not available in your country, or a temporary restriction | WhatsApp Business app |
| Error 131049 | Per-person limit on marketing messages | Cloud API |
| Error 131050 | The customer stopped marketing messages from you | Cloud API |
| Template sends fail after a few hundred customers | Messaging limit of your business portfolio | Cloud API |
| Template paused or disabled | Low template quality | Cloud API |
Causes in the WhatsApp Business app
1. The customer has not saved your number
WhatsApp’s help center is explicit: broadcast list messages only reach contacts who have added your number to their phone’s address book. Anyone who has not saved it is silently skipped.
Fix: ask customers to save your number, for example on your receipt, website or WhatsApp QR code. To reach people who have not saved it, use business broadcasts or the Cloud API instead.
2. You reached a broadcast limit
Each broadcast list holds up to 256 contacts, and in some countries WhatsApp is rolling out a monthly limit of up to 35 free broadcast messages. Our guide to the WhatsApp broadcast limit lists every limit in detail.
Fix: split audiences only as far as the rules allow, and move larger or regular campaigns to business broadcasts or the Cloud API. Creating extra accounts or numbers to get around the limit risks a ban.
3. Business broadcasts are restricted or unavailable
WhatsApp says business broadcasts may not be available in your country yet. If a significant number of people block or report your account, you first get a warning; if it continues, business broadcasts are suspended for three days. Access returns automatically, the suspension cannot be appealed, and repeated restrictions can last longer. Broadcasts you had scheduled are not sent and not charged.
Fix: wait for the suspension to end, then send only to people who opted in, remove contacts who have not interacted recently, and do not resend to the same contacts right away.
4. Your account is connected to the WhatsApp Business Platform
According to WhatsApp, the WhatsApp Business Platform does not currently support business broadcasts. If you connected your app number to the API, for example with Coexistence, send campaigns as template messages through the API instead.
Causes on the WhatsApp Cloud API
Every failed message on the Cloud API comes back with an error code in the delivery status webhook. These are the ones behind most failed campaigns, as Meta’s error code reference describes them.
5. Per-person marketing limit (131049)
Meta limits how many marketing messages a person receives from all businesses, based on how engaged they have been. If your message would exceed it, it fails with 131049 (“not delivered to maintain healthy ecosystem engagement”).
Fix: wait at least 24 hours before retrying, as Meta advises, and send to customers who are likely to engage. WhatsApp also does not currently deliver marketing templates to users with United States phone numbers.
6. The customer stopped your marketing messages (131050)
Customers can choose to stop receiving marketing messages from a business. Sends then fail with 131050.
Fix: do not retry. Remove the contact from marketing audiences and track these changes with Meta’s user_preferences webhook. You can still reply when they message you.
7. You reached your messaging limit
Your business portfolio can message a limited number of unique customers with templates in a moving 24 hours: 250 for new portfolios, then 2,000, 10,000, 100,000 and unlimited. A campaign larger than your limit stops partway. A separate error, 131064, means the limit was reduced because templates were sent in the wrong category.
Fix: check your limit in WhatsApp Manager under Account tools > Messaging limits, split large campaigns across days, verify your business and keep quality high so the limit rises.
8. Template quality, pauses and number restrictions
If people block or report a template, Meta can pause it (132015) and, after repeated pauses, disable it (132016). Error 131048 means messages from your number are being restricted; check your quality status in WhatsApp Manager.
Fix: edit or replace the template, make the content clearly relevant to what customers signed up for, and slow down until quality recovers.
9. Technical and billing errors
- 131026: the message could not be delivered. Meta suggests checking that the person can message your number, has accepted WhatsApp’s latest terms and has updated the app.
- 131056: too many messages to the same customer in a short time. Meta allows about one message every 6 seconds per customer.
- 130429: your number’s throughput was reached. Slow down sending.
- 131042: a problem with your payment method in Meta’s billing settings.
How to keep broadcasts reaching customers
- Opt-in first. Only message people who agreed to hear from you, and say what they will receive. See our guide to WhatsApp opt-in.
- Send what people signed up for. Unexpected promotions get blocked and reported.
- Clean your lists. Remove contacts who have not interacted for a long time.
- Grow gradually. Start with engaged customers, then increase volume as your quality allows.
- Use the right template category and give an easy way to opt out.
