If WhatsApp has told you that you have reached your broadcast limit, or your broadcast list will not accept more than 256 contacts, you have run into limits that WhatsApp built into the app on purpose. Broadcasts are meant for small, personal audiences on one phone. Businesses that need to reach more customers are expected to move to paid business broadcasts or to the official WhatsApp Business Platform.
This guide lists the limits that apply in each version of WhatsApp, as WhatsApp and Meta describe them, and the official ways to send more without putting your number at risk.
WhatsApp broadcast limits at a glance
| Where you send from | Limit | Who receives it |
|---|---|---|
| WhatsApp broadcast list | Up to 256 contacts per list; in some countries up to 35 free broadcast messages a month | Only contacts who saved your number |
| WhatsApp Business app broadcast list | Saved lists for small audiences; to reach more people, WhatsApp points to business broadcasts | Only contacts who saved your number |
| WhatsApp Business app business broadcasts (marketing messages) | Free messages first, then paid per delivered message | Customers you choose, even without your number saved |
| WhatsApp Cloud API | Messaging limit per business portfolio: 250, 2,000, 10,000, 100,000 or unlimited customers per 24 hours | Customers who opted in, with approved templates |
The 256-contact broadcast list limit
WhatsApp’s help center describes broadcast lists as saved lists of contacts you can message again without selecting them each time. Two rules come with them:
- Up to 256 contacts in each list. You can create as many lists as you like, but each one stops at 256.
- Only people who saved your number receive it. If a customer has not added your number to their phone’s address book, your broadcast never reaches them. This is the most common reason a broadcast seems to go to fewer people than you selected. Our guide on why WhatsApp broadcasts are not delivered covers the other reasons.
Recipients see the broadcast as a normal message from you, and their replies arrive as normal chats. Broadcast lists are also not supported on Windows, Mac or Web, according to WhatsApp.
The monthly broadcast limit
In some countries WhatsApp is rolling out a monthly broadcast limit. WhatsApp’s help center says you can send up to 35 free broadcast messages a month, that the feature is rolling out gradually, and that you can check your limit under Settings > Broadcasts. WhatsApp tells you when you are close to it.
WhatsApp gives the reason plainly: broadcasts can be useful, but they can also overload people’s chats. Its suggestion for anyone who wants to reach more people is to use status updates and channels, and for businesses, the WhatsApp Business app’s more advanced messaging tools.
Business broadcasts in the WhatsApp Business app
The WhatsApp Business app now has business broadcasts, called marketing messages in some countries. They are different from broadcast lists:
- They can reach customers who have not saved your number.
- You can add media and an action button, send now or schedule, and see how many people read and replied.
- After you use your free messages, you pay for each delivered message, priced by the recipient’s country code. WhatsApp lists rate cards in several currencies, including Turkish lira. You are refunded for messages that are not delivered within five days.
- If many people block or report your messages, WhatsApp can suspend business broadcasts for three days, and repeated restrictions can last longer.
Business broadcasts are available only in some countries, so you may not see them yet. They also stay on the one phone and the one account: there is no shared inbox, no segmenting by your own customer data and no connection to your other systems.
Messaging limits on the WhatsApp Cloud API
On the WhatsApp Business Platform, campaigns are sent as approved template messages through Meta’s Cloud API. The limit here is called the messaging limit: the number of unique customers your business portfolio can message with templates, outside a customer service window, in a moving 24-hour period.
According to Meta’s documentation:
- New business portfolios start at 250 customers per 24 hours.
- You can reach 2,000 by verifying your business, or by sending 2,000 delivered messages to unique customers with high-quality templates within 30 days. Meta then reviews your message quality.
- After that, Meta raises the limit automatically to 10,000, 100,000 and unlimited, within about 6 hours, when your messages are high quality and you used at least half of your current limit in the last 7 days.
- The limit is shared by all phone numbers in the portfolio. Replies to customers who messaged you, inside the 24-hour customer service window, do not count toward it.
There are also technical limits: each number can send up to 80 messages per second by default, and Meta allows about one message every 6 seconds to the same customer. Our WhatsApp Cloud API guide explains these in more detail.
Which option fits your business?
- A few hundred customers who saved your number: broadcast lists in the WhatsApp Business app are enough.
- Occasional promotions to customers who did not save your number: business broadcasts in the app, if they are available in your country.
- Regular campaigns, larger audiences, several team members or automation: the WhatsApp Cloud API with approved templates. You need your customers’ opt-in, which is a requirement in any case. See our guide to WhatsApp opt-in.
How to send more messages the official way
- Collect opt-in. Ask customers to agree to receive messages on WhatsApp, and say what they will receive.
- Connect your number to the Cloud API. You can keep using the WhatsApp Business app on your phone with Coexistence.
- Create approved templates. Campaigns outside the 24-hour window use template messages that Meta reviews.
- Start small and grow. Send to engaged customers first, keep your quality high and verify your business, so your messaging limit rises.
- Estimate the cost. Meta charges per delivered template, by category and country. The bulk messaging calculator shows the total for your mix.
Avoid unofficial “bulk sender” tools that automate the app or WhatsApp Web. They break WhatsApp’s terms and are a common reason numbers get banned. Our guide on sending bulk messages without getting banned explains the safe setup.

MonoChat is business messaging software and an official Meta Business Partner. It connects your own WhatsApp account directly to the Cloud API, so Meta bills you directly for messages without a markup.
