WhatsApp Template Paused or Low Quality: What It Means and What to Do
An approved template can still be stopped by Meta in the middle of a campaign. Here is how the quality rating, pacing, pauses and category changes work, and a step-by-step plan for when it happens.

A template that Meta approved last week can stop working halfway through tonight’s campaign. The number is fine, the balance is fine, but the messages stop going out because Meta has paused the template itself. For a business that plans its Black Friday or holiday messages around one or two templates, that is the worst possible moment to find out how template quality works.
This guide explains what Meta measures, what pacing, pausing, disabling and category changes mean, and what your team should do, in MonoChat and in WhatsApp Manager, when one of your templates stops.
Approved does not mean safe
Every WhatsApp template goes through two different checks:
- Review, before sending. Meta checks the content against its policies and approves or rejects it.
- Quality, after sending. Meta rates each template on how people react to it once it reaches them.
Meta’s documentation says every template has a quality rating “based on usage, customer feedback, and engagement”. The signals it names are negative feedback from WhatsApp users (blocking the business, reporting it) and low read rates. The rating updates automatically as those signals come in.
So an approved template is a template that is allowed to be sent. Whether it keeps being sent depends on the people who receive it.
The four quality ratings
| Rating in MonoChat | Meta’s API value | What it means | Can it be sent? |
|---|---|---|---|
| High | GREEN | Little or no negative feedback | Yes |
| Medium | YELLOW | Negative feedback from several users, or low read rates; may be paused or disabled soon | Yes |
| Low | RED | Negative feedback from several users, or low read rates; in danger of being paused or disabled | Yes, for now |
| Pending | UNKNOWN | No feedback or read data yet; every new template starts here | Yes |
In MonoChat the rating is in the Quality column of each channel’s template list. MonoChat updates it as Meta reports changes, so you don’t need to press Sync to see a template drop from High to Medium.
A Medium rating is the early warning. It is the moment to change something, not after the template is paused.
Pacing: Meta tests a campaign before sending all of it
For marketing templates, Meta uses template pacing: it sends a campaign’s first messages normally, then holds the rest until it has enough early feedback. Utility templates are paced too, for 7 days after one of your utility templates has been paused.
What happens next depends on that feedback:
- Good feedback: the held messages are released and the rest of the audience receives the template.
- Bad feedback: the template is paused and the held messages are dropped. With the Cloud API, each dropped message fails with error code 132015.
Meta does not publish the threshold or the length of the hold. Its stated aim is that even the largest campaigns are still delivered within an hour for 99% of messages. In practice, a big send to a cold list is tested on its first recipients, and if they react badly, the rest of the list never gets it.
Pause, pause again, disable
When a template’s quality falls to low, Meta pauses it:
| Time it happens | What Meta does |
|---|---|
| First time | Pauses the template for 3 hours |
| Second time | Pauses it for 6 hours |
| Third time | Disables the template |
Three things are worth knowing:
- You are not charged. Meta says attempts to send a paused template are rejected, are not billed and do not count against your messaging limit.
- The number is not affected at first. Other templates with good quality keep working. But Meta warns that a number that keeps sending low-quality templates may eventually be affected itself.
- A paused template unpauses itself when the pause ends, or earlier if you unpause it by hand. A template paused by pacing must always be unpaused by hand.
Category changes: when Utility becomes Marketing
Quality is not the only thing that can change after approval. If Meta decides a Utility template is really promotional, it moves it to Marketing, which changes its price. Meta gives a one-day notice before the change, except to businesses it has already warned about misusing templates, and you have 60 days to ask for a review in WhatsApp Manager under Business Support › Template Category Updates.
The usual cause is an order or delivery message with a discount code or “see our new collection” added at the end. The fix is to keep the two apart: a plain utility message for the order, and a separate marketing template for the offer.
What MonoChat does when Meta changes a template
MonoChat receives Meta’s template updates as they happen and applies them on its own:
- Status: approval, rejection with Meta’s reason, pause, unpause and disable.
- Quality: the Quality column shows High, Medium, Low or Pending.
- Category: a change from Utility to Marketing, and Meta’s notice that it will happen.
Everyone who can view template messages gets a notification such as “WhatsApp paused the template order_update (en) on +971…” or “WhatsApp will change the category of the template … to Marketing in 24 hours”. Each person can switch these off under When WhatsApp changes a template’s status or category in their notification settings.
While a template is Paused or Disabled:
- a bulk message that uses it does not start, and one that is already running stops, with the reason in its recipient list;
- the Send Template Message step of a flow stops with the reason, so the flow can take another path instead of failing silently.
Step by step: your template was paused in the middle of a campaign
1. Confirm what happened. Open Settings › Chat › Channels, choose Template Messages in your WhatsApp channel’s ⋮ menu and find the template. Its status shows Paused and its quality Low. Check the bulk message’s recipient list to see how many people were reached before it stopped.
2. Don’t resend the same message to the same list. The people who blocked or reported it are still on that list. Sending it again, or the same copy under a new name, is the fastest way to a second pause.
3. Find the cause. Ask your team three questions:
| Question | Typical problem | Fix |
|---|---|---|
| Did these people agree to hear from us? | Old, bought or imported lists | Send only to customers who opted in, and to the topic they opted in for |
| Is the message clearly from us and relevant? | Generic “Big sale!” with no context | Use the customer’s name and the reason they get it: their order, their visit, their saved cart |
| Is it too much, too often? | Several promotions a week to everyone | Segment by tag or last purchase, and space your sends |
4. Switch to a backup template, carefully. If the offer must go out tonight, send a different, approved template with improved copy, and only to your most engaged segment first: customers who wrote to you or bought in the last 30 to 90 days. MonoChat’s segments and tags let you choose them in the bulk message.
5. Unpause only when you’ve fixed something. In the template list, Unpause sits next to a paused template for users who can update template messages. MonoChat asks Meta to unpause it and shows “Unpause requested. The status changes when WhatsApp confirms it.” Unpausing without changing the audience or the copy just starts the count towards the next pause, and the third one disables the template.
6. Replace a disabled template. A disabled template cannot be unpaused. Meta allows you to edit it and submit it again in WhatsApp Manager, or you can create a new one in MonoChat. Rewrite it before you resubmit.
Before your next big campaign: a checklist
- Warm up the template. Send a new marketing template to a small, engaged segment a few days before the big send, so it leaves Pending with good feedback.
- Watch the Quality column, and treat Medium as a stop sign for wide sends.
- Have two approved templates for the same offer, written differently, so a pause does not end the campaign.
- Make leaving easy. A clear “Reply STOP to stop these messages” costs far less than a block, which counts against you. A flow can tag the customer and leave them out of later sends.
- Keep utility messages clean. No promotions inside order, payment or appointment updates.
- Check the cost first. Meta charges per delivered template by category and country; the bulk messaging calculator estimates a campaign.
A good template, two versions
A template that invites blocks:
🔥 MEGA SALE! Up to 70% off everything. Shop now before it’s gone! www.example.com
The same offer, written for someone who bought from you:
Hi Sara, thanks for your order in September. Our Black Friday prices start on Friday, and the running shoes you looked at are 30% off for customers like you until Sunday. Want me to send the link? [Send me the link] [Not interested]
The second one says who is writing and why, and gives the customer a one-tap way to say no. The Not interested reply can start a flow that tags the customer and keeps them out of the next promotion, which is exactly the kind of signal that protects your quality rating.
Keep your templates healthy in MonoChat
MonoChat is business messaging software and an official Meta Business Partner. It connects your own WhatsApp number to Meta’s Cloud API, shows every template’s status and quality as Meta reports them, notifies your team when a template is paused, disabled or re-categorised, and stops bulk messages and flows with a clear reason instead of sending into a wall. The help article on template messages shows every screen.
