WhatsApp template library: ready-made utility templates that skip Meta's review

A shipping update rejected as marketing, or stuck in review on launch day, costs you the message customers wait for. Meta's template library offers pre-written utility templates for orders, deliveries and payments that are approved without review. What it contains, what you can and cannot change, and how to create one in MonoChat in a few minutes.

The parcels are packed, the courier is booked, and the shipping update you wrote yesterday comes back from Meta categorised as marketing because it ended with “see our new arrivals”. Or it sits in review on the morning you need it. Either way, customers do not get the one message they are waiting for, and your inbox fills with “where is my order?”.

Meta has a shortcut for exactly these everyday messages: the WhatsApp template library, a set of utility templates Meta has already written and categorised. You pick one, add your own link or phone number, and it is ready to send. Since version 3.8.46, MonoChat lets you create these templates directly in its template builder.

This guide explains what is in the library, what you can and cannot change, when a library template is the right choice and when it is not, and the exact steps in MonoChat.

Why utility templates get stuck

Outside the 24-hour customer service window, WhatsApp only delivers messages created from an approved template. Meta reviews every template and puts it in one of three categories: marketing, utility or authentication. Utility templates are for updates about something the customer already started: an order, a delivery, a booking, an account or a payment.

Two things go wrong with them again and again:

  • Wrong category. A utility template that adds a promotion, a discount or an upsell is treated as marketing. Meta can change the category at creation or later through its recurring checks. Our guide to template quality and pauses explains what happens to a template after that.
  • Waiting for review. A new template has to pass review before the first send, which is a problem when a launch, a sale or a delivery delay needs a message today.

The library removes both problems for the most common updates, because Meta has already written and categorised the text.

What the template library contains

Meta’s documentation describes the library as pre-written templates “already categorized as utility or authentication”. They are grouped by topic (account updates, customer feedback, order management and payments) and by industry (e-commerce and financial services). The use cases include:

GroupUse cases in the library
OrdersOrder confirmation, order action needed, order delay, order or transaction cancelled, order pick-up
ShippingShipment confirmation, delivery update, delivery confirmation, delivery failed, return confirmation
PaymentsPayment confirmation, payment due reminder, payment overdue, payment scheduled, payment action required, payment rejected or failed, auto-pay reminder, receipt attachment
AccountsAccount creation confirmation, low balance warning, transaction alert, fraud alert, statement available, statement attachment
FeedbackFeedback survey

The templates exist in several languages, and each has fixed text with parameters: typed placeholders for a name, an amount, a date, an address, a phone number, an email or a number. Meta checks these values when the message is sent. An amount that is not a valid amount, or a value that is too long, makes the send fail, so it never reaches the customer half-filled.

Some library templates are interactive forms built on WhatsApp Flows, for feedback surveys and failed deliveries. Meta’s documentation says forms are available only to accounts whose messaging limits have been increased.

What you can change, and what you cannot

You canYou cannot
Choose the template that fits your updateRewrite the message text
Give it your own nameChange its language or header
Add your website link to each link buttonAdd a promotion, a discount or a second topic
Add your phone number to each phone buttonMove it to the marketing category
Fill the parameters each time you sendAdd buttons Meta’s version does not have

If your message needs your own wording, a different tone or a mix of two updates, write a standard utility template instead, as described in how to create a WhatsApp template. Meta’s documentation adds that if you choose Customize template in WhatsApp Manager, the template goes through review like any other.

When a library template is the right choice

Use the library when:

  • The update is generic. “Your order has shipped”, “your payment is due on…”, “we could not deliver your parcel” read the same for most businesses.
  • Speed matters. A new store, a new number or a new language that needs its first utility templates today.
  • Your own version was recategorised. If Meta keeps moving your shipping update to marketing, a library template keeps the category Meta gave it.
  • You send in a language your team does not write well. The library’s text is written by Meta, so a store selling across borders gets a correct template in the customer’s language without a translator.

Write your own template when the message carries your brand’s voice, needs details the library has no parameter for, such as a pickup counter number or an engraving text, or combines information the customer expects in one message.

How to create a library template in MonoChat

You need a WhatsApp number connected to MonoChat as a WhatsApp Business (Cloud) channel.

1. Open the channel’s templates. Go to Settings › Chat › Channels, open the ⋮ menu of your WhatsApp Business (Cloud) channel and choose Template Messages. The list shows every template with its language, status and category.

2. Start a new template. Click Create, choose the Utility category and the From Meta’s library type.

3. Search the library. Type a word in Search the library, such as “delivery” or “payment”, or leave it empty, and select Search.

4. Choose a template. Pick one in Library template. The live preview on the right shows its language, header, message and buttons exactly as Meta wrote them; none of them can be edited.

5. Add your links and numbers. Enter your own Website URL for each link button and your phone number for each phone button. A link that ends with a variable, such as a tracking page with the order number at the end, also needs an example value.

6. Name it and submit. Change the template name if you want (lowercase letters, numbers and underscores), and submit it. It is approved without review and appears in the channel’s list like your other templates.

7. Set what fills the variables. In the template list, open Variables for the template and tell MonoChat what to put in each parameter: a fixed text, or a customer field such as the name, so that it is filled in automatically wherever the template is sent.

8. Optional: limit how long WhatsApp keeps trying. Utility templates in MonoChat can take a Message time-to-live (seconds) between 30 seconds and 12 hours. A “your courier arrives in 30 minutes” update is useless three hours later; a short time-to-live stops WhatsApp from delivering it late.

Where to send it from

Once approved, a library template works everywhere a template works in MonoChat:

  • In the chat, when an agent needs to reach a customer whose window has closed.
  • In a flow, with the Send Template Message node. A flow started by your store’s order webhook can send the order confirmation the moment the order is placed, and another can send the delivery update when the status changes.
  • In bulk messages, for example a delivery delay that affects a whole batch of orders.
  • From your own system, through the WhatsApp Template API app, which sends an approved template to one customer with a single request.

An example: a store’s delivery updates

Take a home goods store that ships about 150 orders a day. Its own shipping template was moved to marketing twice because of a “complete the look” line at the end. The team replaces it with three library templates:

  • Shipment confirmation, with the tracking page as the link button, sent by a flow when the order is marked shipped.
  • Delivery failed, with the store’s phone number on the call button, sent when the courier reports a failed attempt.
  • Delivery confirmation, sent when the parcel arrives.

The cross-selling moves to a separate marketing template, sent only to customers who opted in to promotions. The delivery updates now go out as utility messages every day, and when a customer replies “I won’t be home tomorrow”, the reply opens the 24-hour window and lands in the shared inbox, where an agent answers in free text.

Cost

A message from a library template is billed like any other utility template: Meta charges per delivered message at the utility rate for the recipient’s country, with lower rates unlocked by monthly volume tiers. Since 1 October 2026, utility messages sent inside an open customer service window are charged too; those sent during a free entry point window, opened by a Click-to-WhatsApp ad, remain free. Meta bills your business directly, and MonoChat, an official Meta Business Partner, adds no markup. Check the current rates for your markets in our bulk messaging calculator.

FAQ

Frequently asked questions

What is the WhatsApp template library?

It is a set of message templates Meta has written in advance for common business updates. Meta files them under utility or authentication, and the use cases include order confirmations, shipment and delivery updates, delivery failures, payment reminders and confirmations, low balance warnings, fraud alerts and feedback surveys.

Do templates from the library need Meta's review?

No, as long as you keep Meta's text. In MonoChat a template created with the From Meta's library type is approved without review. If you customise the text in WhatsApp Manager instead, Meta's documentation says the template goes through review before you can send it.

What can I change in a library template?

Not the fixed text, header or language. You fill in the parameters when you send, such as a name, an amount, a date or an address, and you add your own website link or phone number to the buttons. You can also change the template's name before you submit it.

Which channels and categories does it work for in MonoChat?

It is a type of the Utility category on WhatsApp Business (Cloud) channels, available since MonoChat 3.8.46. Marketing templates are not in the library, and promotional content is never accepted in a utility template.

How much does a message from a library template cost?

The same as any utility template: Meta charges per delivered message at the utility rate of the recipient's country, and since 1 October 2026 that includes utility messages sent inside an open customer service window. Meta bills you directly; MonoChat adds no markup.

Can I send a library template from flows and bulk messages?

Yes. Once it is approved it is a template like any other on the channel: you can send it from the chat, from the Send Template Message node in a flow, from bulk messages, or from your own system through MonoChat's WhatsApp Template API.
