WhatsApp for Municipalities: Citizen Requests, Appointments and Announcements in One Chat
Citizens already message their city about potholes, water cuts and documents. Here is how municipalities and public institutions run those chats on WhatsApp: what Meta allows, what it costs and how to set it up.

WhatsApp for municipalities means running a city’s or a public institution’s citizen line on the WhatsApp Business Platform: citizens report a broken street lamp with a photo and a location pin, ask which documents a service needs, book a time at the service desk and hear back when the work is done, all on the app they already use, from one official number the whole team works from.
Cities that have done it show the demand. Porto Alegre’s WhatsApp 156 line went from 87,427 interactions in its first year, 2022, to more than 1.3 million in 2025 up to November 30, about 2.4 million since launch. Melikgazi Municipality in Kayseri received 53,000 requests on its WhatsApp lines in 2025. In March 2026, Navi Mumbai Municipal Corporation collected nearly Rs 10 crore through its WhatsApp chatbot, which offers more than 113 civic services and reached over 3 lakh citizens.
This guide covers what Meta allows for public bodies, the use cases, sample messages, costs and how to set it up in MonoChat.
What Meta allows for government entities
The WhatsApp Business Messaging Policy (last updated September 23, 2026) has its own section on government and political use:
- Government entities are permitted, and they must get access through a Solution Provider (formerly called a Business Service Provider).
- Prohibited: law enforcement agencies, military services, national security and intelligence agencies; political parties, politicians, political candidates and political campaigns; and companies that offer political services or voting systems for elections.
In practice, a Solution Provider describes the extra step this means: government agencies need additional approval from Meta, which verifies the entity before it can message. 360dialog estimates the whole onboarding at three to five weeks. Plan for it before you announce the number.
The general rules of the policy apply to a city like any business:
- Opt-in. You may message people first only after they gave you their number and agreed to hear from you. A citizen who reports a problem can be told what happens to it; an announcement list needs its own consent.
- Honor every stop, whether it arrives on WhatsApp or anywhere else.
- A person must be reachable. Automation is allowed, but citizens need a clear path to a member of staff.
Your own public-sector rules come on top: data protection law, records retention and accessibility. WhatsApp is the channel, not the legal framework.
What citizens use a city’s WhatsApp line for
| Use case | Who starts it | Message type | Owner |
|---|---|---|---|
| Reporting a problem: lighting, roads, waste, water, parks | Citizen | Free-form reply in the 24-hour window | Service desk or assistant |
| ”What do I need for this service?” | Citizen | Free-form reply | Service desk or assistant |
| Booking a time at an office | Citizen | Free-form reply, then a reminder template | Office staff |
| Status of a request: scheduled, in progress, resolved | Institution | Utility template | Department |
| Announcements: water cuts, roadworks, events | Institution | Template to subscribers only | Communications |
| Consultation surveys | Institution | Template to subscribers only | Communications |
Turn a report into a tracked request
The difference between a complaint line and a service desk is what happens after the first message. Each report should get a category, a department, a reference number and a time to resolve:
Citizen: The street lamp in front of 14 Elm Street has been out for three nights.
City: Thank you, Daniel. I have filed this under Street lighting.
Please send a photo and share your location so the team finds the right lamp.
Citizen: [photo] [location]
City: Your request R-4K2PQ is open. The lighting team usually resolves these within 72 hours.
We will message you when it is scheduled and when it is fixed.
When the crew closes the job, the citizen hears it in the same chat, with a note, and can rate the result. A low rating should reach a person, not a dashboard.
Answer service questions from the approved guide
Which documents a residence certificate needs, what a permit costs, which office is open on Saturday: these answers already exist in your service guide. Whoever answers, a staff member or an AI assistant, should answer from that approved text and say “I don’t know, I will pass this on” rather than guess. Our guide to AI-to-human handoff covers when a conversation should go to a person.
Book office appointments
Free times per office and service, a confirmation with the address and the documents to bring, and a reminder the evening before with buttons to confirm, change or cancel. The same pattern works for clinics and salons; see WhatsApp appointment booking.
Announcements only to people who asked
Water cuts, roadworks, waste collection changes and events matter most to the people of one district. Let citizens subscribe by topic and district in the chat, send to that list only, and let anyone stop with one word. Never load a city’s whole contact database into a broadcast: those people did not opt in. See our WhatsApp opt-in guide for consent wording.
Emergencies are not requests
A service line is not an emergency line. Put the emergency number in the welcome message and on every channel page, and make sure no automation turns “gas smell in the building” into a ticket with a 72-hour deadline.
WhatsApp templates for public services
Messages you start outside the 24-hour customer service window must be approved template messages. Meta assigns the category when it reviews each one: a status update about the citizen’s own request fits utility, while a survey invitation is marketing.
Request update (utility)
Hello {{1}}, an update on {{2}}: {{3}}
Reply here if you have a question.
Appointment reminder (utility)
Hello {{1}}, a reminder of {{2}} at {{3}}, {{4}}.
Please bring the documents listed in your confirmation.
[I will be there] [Change] [Cancel]
Announcement to subscribers (category set by Meta)
Hello {{1}}, a notice from {{2}}: {{3}}
Reply STOP to stop these announcements.
For more samples by category, see WhatsApp template message examples.
What WhatsApp costs a public institution
Templates are charged per delivered message, by category and the recipient’s country code, exactly as for a business. Since October 1, 2026, Meta also charges for service messages, your free-form replies inside the 24-hour window, after a free tier of 1,000 a month per business phone number. Eligible government and non-profit organizations are the exception: Meta keeps their service messages free beyond the free tier through December 31, 2027. Meta’s eligible cohorts include government departments and agencies and inter-governmental organizations; the API reports the policy that applies to your account as PAID_EXEMPT or REGULAR.
Worked examples with the October 2026 rates in our bulk messaging calculator:
| Institution | Message | Volume per month | Rate (USD) | Cost (USD) |
|---|---|---|---|---|
| Municipality in Türkiye | Request updates and reminders (utility) | 10,000 | 0.0009 | 9.00 |
| Municipality in Brazil | Request updates and reminders (utility) | 20,000 | 0.0068 | 136.00 |
| Municipality in Brazil | Consultation survey (marketing) | 10,000 | 0.0625 | 625.00 |
| Council in the UK | Request updates and reminders (utility) | 5,000 | 0.022 | 110.00 |
Updates about a citizen’s own request are cheap; marketing templates such as surveys are where the budget goes, so send them to subscribers who asked for them. Full details are in our WhatsApp Business API pricing guide.
How to run a citizen line in MonoChat
MonoChat is an official Meta Business Partner. It connects WhatsApp numbers through Meta’s Cloud API or through Gupshup, a WhatsApp Business Solution Provider, and since Meta asks government entities to come through a Solution Provider, our team helps you choose the route before the number is registered. Next to WhatsApp, the same desk answers Instagram and your website chat, and your teams work from one shared team inbox with assignment, workgroups and notes.
Citizen Services Assistant from the MonoChat Store
Citizen Services Assistant is an AI service desk for municipalities and public institutions on WhatsApp, Instagram and web chat. It works around the clock and answers citizens in their own language, including voice messages. You choose the kind of institution once (municipality or public institution), and the categories, topics and wording follow it. In practice it:
- Takes requests with photo and location. It picks the category, asks for a photo and the location pin when the category needs them, finds the district and gives a reference number.
- Tracks each request to the end. Every category goes to its department or person with its own time to resolve. Requests past their time are flagged and supervisors are told; the citizen hears when the work is scheduled, in progress, resolved or rejected, and is asked for a rating. A low rating creates a callback for your team.
- Answers from your service guide. Documents, fees, forms and which office to go to come from the guide and the services you entered; when it does not know, it says so.
- Books office appointments from each office’s hours and free times, either as requests the office confirms or instantly while there is room, with a reminder the evening before and a short satisfaction question after the visit.
- Runs events, announcements and surveys. Citizens register for events and courses with a waiting list, subscribe to announcement topics for their district and can stop at any time. Consultation surveys of up to five questions stay off until you turn them on.
- Reports over 7, 30 or 90 days: requests by category, district and status, time to resolve and the share resolved in time, ratings, appointments, events, subscribers and surveys.
Emergencies are never turned into requests: the assistant gives your emergency instructions instead, and it hands over to your team whenever a person is needed. It never talks about politics, and the app is not for parties, candidates or election campaigns. Nothing goes out in quiet hours or to anyone who said stop, and its WhatsApp templates are written and submitted for you.
You can start on the free Basic plan at app.monochat.ai and load the app’s sample data, a fictional municipality, to see every screen before a citizen writes.
