WhatsApp API Pricing 2026: How Per-Message Rates Work, With Examples

WhatsApp Business API pricing is charged per delivered message, by message category and the recipient's country. Here is how the October 2026 rate card works and what real monthly bills look like.

WhatsApp Business API pricing is charged per delivered message. The price depends on two things: the message category (marketing, utility, authentication or service) and the country code of the person receiving it. Marketing messages are the most expensive, utility and authentication messages are usually a fraction of that, and since October 1, 2026 service replies inside the 24-hour window are charged too, after the first 1,000 per business phone number each month.

This guide explains each rule in plain language, shows the October 2026 rates for common markets, and works through real monthly bills so you can budget before you send your first campaign.

How WhatsApp API pricing works in 2026

Meta moved the WhatsApp Business Platform from conversation-based pricing to per-message pricing on July 1, 2025. Instead of paying for a 24-hour “conversation,” you pay for each message that Meta delivers. Three variables set the price of every message:

  1. Category. Every message is either marketing, utility, authentication or service.
  2. Recipient market. The rate follows the recipient’s country calling code. Some countries have their own rate; others fall into a regional group such as “Rest of Western Europe.”
  3. Volume tier. Utility and authentication rates drop as your monthly volume in a market grows.

Rates are published in USD and several local currencies, and Meta only changes rate cards on the first day of a quarter, with advance notice.

Marketing, utility and authentication are template categories: you write the message in advance and Meta reviews it before you can send it. Read more about how templates work in the glossary and on our template messages page.

One practical warning: you accept the price of the category a template carries when you send it. If you submit a promotional message as “utility,” Meta can recategorize it as marketing, and you pay the marketing rate.

What changed on October 1, 2026: service messages are now charged

Until October 2026, replying to a customer inside the customer service window was free. That changed on October 1, 2026. According to Meta’s pricing documentation:

  • Service messages are now billed per message. These are the non-template replies you send within 24 hours of the customer’s last message.
  • Utility templates sent inside the customer service window are billed too. They used to be free when the window was open.
  • Service messages cost the same as utility and authentication messages in each market.
  • Service messages have no volume tiers, so the rate does not drop as you send more.
  • The first 1,000 service messages per business phone number each month are free. Meta charges from the 1,001st service message on each number. The allowance resets monthly and does not roll over.
  • Only one charge applies per message. A free-form reply that happens to mention a promotion is not charged a second time as marketing.

Every business phone number gets 1,000 free service messages per month. The allowance resets at the start of each month, unused messages do not roll over, and Meta charges from the 1,001st service message per number. If your business has no payment method on file, Meta stops delivering service messages once they become charged, so add one before you pass the free tier.

What is still free

  • The first 1,000 service messages per number each month. Charges start from the 1,001st service message on each business phone number.
  • Free entry point window. When someone messages you from a Click-to-WhatsApp ad (using WhatsApp on Android or iOS) and you reply within the customer service window, your reply is free and a free entry point window opens that may remain open for up to 7 days. Marketing, utility, authentication and service messages inside it are not charged.
  • Messages from the WhatsApp Business app. If you use the same number in the app and the API through Coexistence, messages sent from the app are not charged.
  • Incoming messages. Customers writing to you never cost anything.
  • Undelivered messages. Meta charges on delivery.

A note on AI agent messages

Meta also launched the Meta Business Agent, its own AI agent for WhatsApp. Since August 1, 2026, those messages are billed per token at one global rate of $2.00 per million tokens, and they are charged even inside the free entry point window. This only applies if you use Meta’s agent; AI assistants run by your messaging platform are billed by that provider instead.

The table below uses Meta’s rate card effective October 1, 2026, in USD per delivered message, at the base (lowest volume) tier. Service messages cost the same as utility in each market.

Two details are easy to miss:

  • Authentication-international rates. In some markets, such as India, Indonesia, Saudi Arabia and the UAE, a higher rate applies when a business from outside the country sends authentication codes there. Meta’s documentation explains when this applies.
  • The October 2026 rate card moved some markets. Bangladesh, Iraq, Nepal and Sri Lanka got lower utility and authentication rates; Kazakhstan, Kuwait, Morocco, Oman and Ukraine got higher ones.

The examples below use the base rates above and assume one business phone number, so the first 1,000 service messages each month are free. Volume tiers would lower the utility and authentication lines for larger senders.

Example 1: an online store in Brazil

A mid-size store sends one promotion a month, order and delivery updates, login codes, and answers customer questions.

Marketing is about 72% of the bill even though it is less than a quarter of the volume. That is typical: if you want to cut costs, segment your campaigns before you trim support.

Example 2: a clinic in the United Kingdom

A clinic sends appointment reminders, answers patient questions and sends a short seasonal campaign.

Here service replies now cost as much as the reminders, even after the 1,000 free messages. Before October 2026 they would have been free, so support-heavy teams should revisit their budgets.

Example 3: the same campaign in two countries

Sending 50,000 marketing messages costs very different amounts depending on where your customers are:

India:   50,000 x $0.0118 = $590
Germany: 50,000 x $0.1365 = $6,825

The rate follows the recipient’s number, so a brand with customers in both countries should plan and segment campaigns per market.

Example 4: leads from Click-to-WhatsApp ads

A real estate agency runs Click-to-WhatsApp ads in the UAE. A lead taps the ad and writes:

Hi, is the two-bedroom in Marina still available?

The agency replies within the 24-hour customer service window, which opens the free entry point window (up to 7 days). The back-and-forth about viewing times while that window is open has no WhatsApp delivery charge. If the agency follows up two weeks later with a viewing reminder, the window has closed, so that is a utility template at $0.0157.

How to lower your WhatsApp API bill

  • Pick the right category. Write transactional updates as true utility templates, with no promotional content, so they are not recategorized as marketing.
  • Segment marketing sends. Send campaigns to customers who opted in and are likely to care, not your whole list. See our guide to WhatsApp marketing.
  • Resolve questions in fewer messages. Now that service replies beyond the first 1,000 per number each month are charged, one complete answer is cheaper than three short ones. Buttons and lists help customers answer in a single tap.

  • Watch your volume tiers. Utility and authentication rates fall as you send more in a market within a month.

How much does the WhatsApp Business API cost per message?

It depends on the message category and the recipient's country. Under the October 2026 rate card, a marketing message costs about $0.0118 to a number in India, $0.0625 in Brazil and $0.1365 in Germany, while utility and authentication messages are much cheaper in most markets. Are WhatsApp service messages still free?

Not since October 1, 2026. Meta now charges per message for service messages (free-form replies inside the 24-hour customer service window) and for utility templates sent inside that window. Service messages are billed at the same per-market rate as utility and authentication messages, and they have no volume tiers. Each business phone number gets 1,000 free service messages per month, so charges start from the 1,001st service message on each number.

Is there any way to send WhatsApp API messages for free?

Yes, in a few cases. Each business phone number gets 1,000 free service messages per month, which reset monthly and do not roll over. When a customer messages you from a Click-to-WhatsApp ad and you reply within the 24-hour customer service window, a free entry point window opens for up to 7 days, and marketing, utility, authentication and service messages in that window are not charged. Does Meta charge for messages that are not delivered?

No. Meta's pricing documentation says charges apply when a message is delivered. Messages that fail to deliver, for example because the number is not on WhatsApp, are not billed by Meta.

Which country's rate applies to a WhatsApp message?

The rate is based on the recipient's phone number country calling code, not where your business is located. A business in the UAE messaging a customer with a UK number pays the UK rate for that message.

Do volume discounts exist for WhatsApp API messages?
