WhatsApp marketing is the practice of reaching customers who have agreed to hear from you on WhatsApp with offers, launches, reminders and personal follow-ups, and then turning their replies into sales. It works because the message lands in the same app people use to talk to friends, and because the customer can answer right away. It only works long term if you follow Meta’s rules: opt-in first, approved templates for anything you start, and a real reason to message.

What is WhatsApp marketing and why does it work?

Email and SMS are broadcast channels: you send, and maybe someone clicks. WhatsApp is a conversation channel. When a customer gets a message from your business, they can tap a button, ask a question or send a photo, and your team or AI assistant answers in the same thread.

That changes how you plan campaigns. Instead of measuring opens alone, you measure how many people replied and how many of those conversations ended in a booking, an order or a payment. A smaller campaign that starts real conversations usually beats a large one that gets ignored.

Three things make the channel effective:

  • Rich, tappable messages. Templates can carry images, video, documents, quick-reply buttons, links and carousel cards.
  • Two-way by default. Every campaign is also a support and sales channel, so questions get answered before the customer drops off.
  • Trust signals. Your verified business profile, display name and logo appear in the chat.

The rules you must follow before you send anything

Meta’s WhatsApp Business Messaging Policy sets the ground rules. The ones that matter most for marketing:

  1. Get opt-in. You may only message people who gave you their number and agreed to receive messages from you on WhatsApp. Our guide to WhatsApp opt-in covers where and how to ask.
  2. Start with an approved template. Any message you send first, or after the 24-hour customer service window has closed, must be a Meta-approved template message.
  3. Honor opt-outs. You must respect every request to stop, block or unsubscribe. Give people an easy way to do it, such as a “Stop promotions” button.
  4. Stay out of restricted categories. Some goods and services, such as weapons, drugs, adult products and certain financial products, are prohibited or restricted.
  5. No political campaigning. Political parties, politicians, candidates and campaigns are not allowed to use the WhatsApp Business Platform.

There are also delivery limits. New business portfolios start at a messaging limit of 250 unique users outside the service window per rolling 24 hours, and the limit rises to 2,000, 10,000, 100,000 and then unlimited as you verify your business and keep quality high. On top of that, WhatsApp may cap how many marketing templates one person receives from businesses, based on their engagement. If someone has hit that cap, the message fails with error code 131049, and Meta recommends waiting at least 24 hours before you try again.

How to build a WhatsApp marketing strategy in 6 steps

1. Pick one goal per campaign

“Increase sales” is too broad. Pick something you can count in conversations: book 50 test drives, recover abandoned carts, fill a webinar, reactivate customers who have not ordered in 90 days.

2. Grow an opted-in audience

Put opt-in where intent is high:

  • A WhatsApp button or click-to-chat link on product and contact pages
  • A checkbox at checkout with clear wording about WhatsApp messages
  • QR codes in store, on packaging and on receipts
  • Click-to-WhatsApp ads on Facebook and Instagram

3. Segment before you send

Use what you already know: past purchases, product interests, location, language, last conversation, and how the person responded to earlier campaigns. Two smaller relevant campaigns almost always outperform one generic blast.

4. Write for the chat, not the inbox

Keep it short, personal and specific. Lead with the benefit, use one call to action and add buttons so people can answer with one tap.

5. Plan what happens after the reply

This is where most campaigns fail. Decide in advance who answers, what the chatbot handles, and when a conversation goes to a person. A reply that waits two hours is a lost sale.

6. Measure and iterate

Track delivered, read, replied and converted for each template and segment. Pause templates with low engagement; Meta also watches quality signals such as blocks and reports.

Send three to five cards, each with an image, a short line and a button such as “Ask about this” or “Buy now”. Carousels work well when the customer is still deciding between options.

Note the “Stop promotions” button in the first example. Offering an easy opt-out keeps complaints and blocks low, which protects your quality rating.

How much does WhatsApp marketing cost?

Since July 1, 2025, Meta charges per delivered template message, by category and by the recipient’s country code. Marketing is the most expensive category. Using the October 2026 rates in MonoChat’s bulk messaging cost calculator:

Two other points matter for budgeting:

  • Replies are no longer free. Since October 1, 2026, Meta charges service messages (your free-form replies inside the 24-hour window) per message at the market’s utility rate, after the first 1,000 per business phone number each month, and utility templates sent inside the window are charged too. A campaign that starts many conversations therefore also creates reply costs, so automate the simple answers efficiently and keep agent replies focused.
  • Ad-driven chats have a free window. When someone messages you from a Click-to-WhatsApp ad and you reply within 24 hours, a free entry point window opens that may remain open for up to 7 days, and messages in it are free.

Is WhatsApp marketing legal?

Yes, when you follow WhatsApp's Business Messaging Policy and the privacy laws that apply to you. You need opt-in permission from each person before you message them, you must start conversations with an approved template, and you must honor every opt-out or block request.

Can I send promotional messages with the free WhatsApp Business app?

The app is built for one-to-one chats and small broadcast lists. For campaigns to larger opted-in audiences, with segmentation, approved templates and reporting, you need the official WhatsApp Business Platform (API) via Meta's Cloud API, connected directly to your own account (for example with MonoChat).

How much does a WhatsApp marketing message cost?

Meta charges per delivered marketing template, and the rate depends on the recipient's country. How often can I send marketing messages on WhatsApp?
