Almost everyone in the UAE has WhatsApp, and customers expect to book, ask and buy there. The WhatsApp Business API is how a business answers those messages with a team, with automation and with AI, instead of from one phone.
This guide covers what UAE businesses need to know in 2026: what the API costs for +971 numbers, what you need to set it up, what the UAE’s data protection law means for your chats, and how WhatsApp fits next to Instagram, TikTok and your website chat.
What the WhatsApp Business API is
The WhatsApp Business API, today called the WhatsApp Cloud API, is Meta’s platform for businesses that message customers at scale. It is different from the free WhatsApp Business app:
- Many people, one number. Your team answers from a shared inbox on computers and phones, instead of one handset.
- Automation and AI. Chatbots, AI assistants and workflows can answer, book and route conversations.
- Templates. You can message customers first, for reminders, order updates or campaigns, with templates Meta approves.
- Integrations. Bookings, orders, payments and CRMs connect to the conversation.
You connect your own number directly to Meta’s Cloud API, through software such as MonoChat. You keep the account and the number, and Meta bills its message fees to you directly. See how to get the WhatsApp Business API for the full setup.
What it costs in the UAE
You pay two separate things: Meta’s fee for each message delivered, and your software.
Meta’s fees for +971 numbers
Meta charges per delivered message, by category, based on the country code of the person receiving it. Under the rate card effective October 1, 2026, messages to UAE numbers cost:
| Message type | What it is for | Per message (USD) |
|---|---|---|
| Marketing | Offers, campaigns, win-back messages | $0.0576 |
| Utility | Booking confirmations, order and account updates | $0.0157 |
| Authentication | One-time passwords | $0.0157 |
| Service | Free-form replies inside 24 hours of the customer’s last message | First 1,000 a month free per number, then $0.0157 |
Meta bills in US dollars. Prices do not include VAT. For other countries and volumes, use the WhatsApp cost calculator or read the full WhatsApp Business API pricing guide.
Software
The software is where your team works: the inbox, automation, AI and integrations. MonoChat’s Basic plan is free for one user and one channel, and Growth is $120 a month with two users and 100,000 outgoing messages included. MonoChat is an official Meta Business Partner and adds no markup to Meta’s fees.
An example
A Dubai fitness studio sends 3,000 class reminders a month as utility templates and answers 800 member questions inside the 24-hour window:
- Reminders: 3,000 × $0.0157 = $47.10
- Replies: 800 service messages, inside the 1,000 free a month = $0
- MonoChat Growth: $120
That is about $167 a month for reminders, replies and a shared inbox.
What you need to set it up
- A Meta business portfolio for your company, created in Meta Business Suite.
- A phone number that can receive a verification code by SMS or call. It can be a new number, or your current WhatsApp Business app number through coexistence.
- A display name that matches your business, which Meta reviews.
- A payment method in Meta, for the message fees.
- Business verification with official documents, such as your trade licence, to raise your messaging limits. Meta may also check your website.
New business portfolios can message 250 customers a day with templates. Verifying your business and sending good-quality messages raises the limit to 2,000, then 10,000, 100,000 and unlimited. Replies to customers who wrote to you do not count towards it.
The UAE’s data protection rules
The UAE’s Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) has applied since January 2, 2022. It covers the personal data of people in the UAE wherever it is processed, and requires a lawful basis, usually consent, to process it. Some places and sectors have their own rules:
- DIFC has its own Data Protection Law (DIFC Law No. 5 of 2020).
- ADGM has its own Data Protection Regulations 2021.
- Health data is covered by Federal Law No. 2 of 2019.
What this means in practice for WhatsApp:
- Choose the UAE as the data storage region when you register your number on the Cloud API, so message data at rest stays in the UAE.
- Keep a record of opt-in, and stop messaging people who opt out.
- Limit who sees what with roles and permissions in your inbox.
- Run your software on-premises when data must stay inside your own systems.
This is general information, not legal advice. Check your own obligations with your legal adviser.
Arabic and English in one conversation
UAE customers switch between Arabic and English, and many send voice notes. Your setup should handle both:
- AI assistants that reply in the customer’s language and understand voice notes.
- Templates in Arabic and English, approved separately for each language.
- An inbox your team can use in Arabic, right to left, as well as in English.
WhatsApp is not your only channel
Many UAE customers first find you on Instagram or TikTok, click an ad, or open the chat on your website, then continue on WhatsApp. Answering all of them from one inbox keeps the conversation, the customer’s history and your team in one place:
- Instagram: DMs, comments, story replies and click-to-DM ads
- Facebook Messenger: chats, comments and Lead Ads
- TikTok: DMs and messaging ads
- Telegram: your bot, with AI and broadcasts
- Web chat: a chat widget and AI chatbot on your website
Taking payments in the chat
For bookings, deposits and orders, a payment link in the chat is often the fastest way to get paid. In MonoChat, N-Genius by Network International, MyFatoorah and Stripe are built in: connect your own account, send the link in WhatsApp, and see when it is paid.
Getting started
- Create a free MonoChat account.
- Connect your WhatsApp number to the Cloud API with Meta’s signup, and choose the UAE as the data storage region.
- Add Instagram, Facebook, TikTok, Telegram and your website chat.
- Turn on an AI assistant for your industry, and invite your team.
MonoChat is headquartered in Dubai Media City, with a second office at the Dubai AI Campus in DIFC and offices in Türkiye, Portugal, the USA and Egypt. See MonoChat in the UAE, or talk to our team on WhatsApp.
